目前,关于城市贫困的认识存在着一些偏差,主要体现在两个方面:一是过于强调贫困的绝对性,而对贫困的相对性重视不够;二是过于强调贫困的过渡性,而对贫困的持续性认识不足,尤其对后者偏差更大。所谓过渡性贫困,是指个人或家庭由于意外损失、失业、特定时期内供养人口过多以及其他因素,导致收入的下降或开销的增加,从而陷于贫困,但是,随着相应条件的改善和风险的消失,个人或家庭又会很快摆脱困境,过上正常的社会生活。所谓持续性贫困是指个人或家庭无法摆脱或不愿摆脱其贫困地位的一种情形。美国学者哈灵顿认为,穷人是一种文化、一种制度和一种生活方式,贫困一旦成为事实就无法改
