对中、日、韩三国现行的与基础英语教育课程标准相关的8份官方文件进行国际比较,发现:(1)在国家战略层面,中国的文件更强调全民外语能力和国家外语能力的提升,而日、韩的文件仅涉及对公民外语能力的关注;(2)中、韩的文件从工具性和人文性两个角度阐述基础英语教育的价值,而日本的文件则更强调基础英语教育的价值与整个基础教育价值的统一性,即培养“知识基盘社会”所需要的“生命力”;(3)在课程的整体要求方面,中、韩更加强调语言能力的培养,而日、韩更加强调基础英语教育课程的初阶特征;在课程结构与内容方面,中、韩的标准更结构化,并作了分级描述,其中对语言技能的描述最为具体,而日本的标准更强调“外语活动”的整体理念,且具体内容要求普遍低于中、韩。本文基于上述发现,对我国基础英语教育课程改革提出了相关建议。
International comparisons of the eight official documents related to basic English education curriculum standards among China, Japan and South Korea show that: (1) At the national strategic level, Chinese documents emphasize the improvement of the overall foreign language ability and the ability of foreign languages of the country, While the Japanese and Korean documents only concern the citizen’s foreign language ability. (2) The paper of China and South Korea expounds the value of basic English education from both instrumental and humanistic perspectives, while the Japanese papers emphasize more on the basic English education The unity of value and the value of basic education as a whole, that is, the “vitality” needed to cultivate a “knowledge-based society”; (3) China and South Korea place more emphasis on language proficiency in the overall requirements of the curriculum, Japan and South Korea further emphasized the primary features of the basic English education curriculum. In terms of curriculum structure and content, the standards in China and South Korea were more structured and described hierarchically, of which the most specific is the description of language skills, while the Japanese standards Emphasize “foreign language activities ” the overall concept, and the specific content requirements generally lower than in China and South Korea. Based on the above findings, this article puts forward some suggestions for the reform of basic English education in China.
