为了更好地调动与发挥农村中小学办学的积极性,指导和推动农村中小学的改革,加强学校的科学管理,实行有效的监督,全面提高教育质量,增强教育的社会效益,积极开展对农村中小学办学水平的评价,有着十分重要的现实意义。根据我区农村中小学数量较多、规模较小、办学条件较差的特点,经过初步探索,我认为制定一个较好的农村中小学办学水平评价方案应当遵循以下原则:
