完善的航空安全监察体系对于提升航空安全水平有很大的促进作用。为此,我国民航的飞行标准管理部门正在建立自己的安全监察体系——飞行标准监察系统(FSOP),这是一项巨大的系统工程,面临着巨大的困难和挑战。为此,本文研究了FAA安全监察体系的外部评估,重点分析了1 970-2005年间GAO的56份外部评估报告,归纳总结出美国监管部门开展安全监察体系外部评估时所用的评估方法、信息来源、测量标准和评估指标,期望借鉴美国在航空安全监察体系建设和评估方面的经验教训,为我国民航的安全监察体系建设提供帮助。
A sound aviation safety inspection system can greatly enhance the level of aviation safety. Therefore, the flight standard management department of China’s civil aviation is establishing its own safety inspection system - the Flight Standards Inspection System (FSOP). This is a huge systematic project and faces enormous difficulties and challenges. To this end, this paper studies the external evaluation of the FAA safety monitoring system, focusing on 56 external evaluation reports of GAO from 1997 to 2005, and summarizes the evaluation methods used by the US regulators to carry out the external evaluation of the safety inspection system. We hope that we can learn from the experience and lessons of the United States in the construction and assessment of the aviation safety inspection system and provide assistance to the construction of China’s civil aviation safety inspection system.
