对于无法租赁廉租房,又买不起经济适用房、商品房的“夹心层”来说,公租房是一种不错的选择。公租房作为一种公共产品,主要服务对象是无法通过市场来解决居住问题的弱势群体,重要特征之一是不能转化为私权,而只能作为公有或集体所有物品,动态地让居住困难群体享用,即指某套住房的使用权不能永久地为某户家庭所占有。因此研究公租房及其独特的融资渠道,有助于完善公租房项目体系,进一步推进民生工程的建设。就此,本文将重点研究重庆市公租房开展情况及其融资租赁模式。
