官员道德修养对于一个社会和民族具有极大的定位作用,官员的道德方向是整个社会的道德方向。目前社会道德原则松驰,社会正义感和羞耻感淡化,荣辱观和是非观混乱,官员腐败现象频仍。胡锦涛同志提出“八荣八耻”,从思想上、行为规范上进一步划清了荣耻界限。官员的道德修养要以道德人格的确立和健全为中心,自觉做到修养塑造自己的道德人格。同时加强行政道德的他律机制的合理性完善,通过正义性的制度化规范来约束政府官员的道德行为,真正做到为人民服务。
Officials’ moral cultivation has a great positioning for a society and nation. The official’s moral orientation is the moral direction of the entire society. At present, there is a loose social morals principle, a sense of social justice and shame, a sense of honor and disgrace and a non-observance of chaos, and frequent official corruption. Comrade Hu Jintao put forward “eight honors and eight shames,” and further clarified the boundaries of honor and hatred from the ideological and behavioral norms. Officials’ moral cultivation should center on the establishment and improvement of moral personality, and consciously cultivate and mold their own moral personality. At the same time, the reasonableness of other mechanisms to strengthen administrative morals should be perfected, and the moral behavior of government officials should be restrained through the institutionalized norms of justice so as to truly serve the people.
