本文从以下四个方面介绍钱学森总体设计部与顶层设计构想:钱学森创建国家级总体设计部的思想发展过程;如何运用“从定性到定量综合集成方法”建立国家级总体设计部;钱学森曾多次向党中央最高层领导建议建立国家总体设计部;中共十八层三中全会开创顶层设计新阶段。
This article introduces Qian Xuesen’s overall design department and the top-level design concept from the following four aspects: Qian Xuesen’s ideological development process of creating a national-level overall design department; how to use “a qualitative to quantitative integrated integration method” to establish a national-level overall design department; Qian Xuesen Repeatedly, it has proposed to the top leadership of the party Central Committee to establish a national design department. The Third Plenary Session of the 18th CPC Central Committee has created a new phase of top-level design.
