西宁市、各自治州人民政府,海东行署,省财政厅、审计厅、教育厅: 根据《国务院办公厅关于做好2002年扩大农村税费改革试点工作的通知》(国办发[2002]25号)和《国务院办公厅关于青海农村牧区税费改革试点工作实施方案的复函》(国办函[2002]58号)文件精神,全省农村牧区税费改革试点工作已全面推开,中央支持我省税费改革转移支付补助资金也已全部分解下达到各县、乡(镇)、村。关于农村税费改革转移支付补助资金的使用,国务院要求非常明确。在全国增收节支工作会议上朱镕基总理指出:“在财政这么紧张的情况下,中央拿出这么多钱来进行农村税费改革,希望实行农村税费改革地区的主要领导同志认真抓好这件大事。”温家宝副总理针对个别地区利用改革转移支付资金归还债务的问题提出:“要高度重视这个问题。按照国务院部署,通过发展农村经济,深化农村税费和金融改革等措施,综合治理,逐步化
