“7·21”北京暴雨过后,市政建设的前瞻性成为人们热议的话题。根据调查,北京排水系统标准仅仅是“一到三年一遇”。当有气象记录以来从未有过的大暴雨光临时,后果自然可想而知。近年来,随着环境变化,气候反常现象越来越多,暴雨干旱等极端水旱灾害发生的频率和强度有增加的趋势,这是城市频发内涝的外因;而内因则是城市建设,包括地面硬化等,导致排水能力的减弱。由此城区一旦遭遇暴雨袭击,洪水就会猛涨,立交桥下等低洼地带就会很快被淹掉。
