当今科技日新月异,这就给标准化工作者提出一个新的课题:标准化工作如何适应当今科技的发展从而获得最佳的社会经济效益。特别是技术标准的制定,尤为突出,如制定一个技术标准,要做到在相当长的时间内,保持技术先进,经济合理,的确是个不易解决的实际问题。本文试用动态控制的理论和方法,结合标准制定的实践,对标准制定的最佳时机,标准的适用期和标准随着科技的发展向新水平过渡等问题进行探讨,力求解决标准制修订中的一些实际问题,以获得好的技术效果和经济效益。
Today’s science and technology are changing with each passing day, which raises a new topic for standardization workers: how standardization works in line with the development of today’s science and technology so as to obtain the best social and economic benefits. In particular, the formulation of technical standards is particularly prominent. For example, if a technical standard is formulated, it must be maintained for a fairly long period of time to maintain advanced technology and economical rationality. This is indeed a practical problem that cannot be easily solved. In this paper, the theory and method of dynamic control are tried, combined with the practice of standard setting, the best time for standard setting, the application period and standard of the standard are discussed along with the development of science and technology and the transition to a new level, and efforts are being made to solve the problems in the revision of standards. Some practical problems to obtain good technical effects and economic benefits.
