民族问题历来是社会发展中的一个重要问题,是社会发展总问题的一个部分。它随着社会生活的变化而变化,并能动地作用于社会生活。现阶段中国社会的发展模式,由社会主义计划经济体制转为社会主义市场经济体制。因此,用市场经济的观念去审视当前和今后一段时期的民族问题,正确处理改革、发展、稳定与民族问题的关系,促成各民族在社会主义大家庭中共同发展、共同进步、共同繁荣,是一个重要的理论和实践问题。 一 关于民族问题的界定,至今尚无定论。现有两种具有代表性的观点: 一种观点是,民族问题是复杂的综合性问题,主要表现为民族之间在直接或间接（以国家这一政体为媒介）的问题中所出现的,包括民族矛盾在内的涉及民族利益和发展的一切问题。 另一种观点是,民族问题是一个多因素、多侧面、多序列的复合结构,是民族的自身实践关系（自我改造、自我发展）和民族之间的族际关系的双重存在导致的民族自我发展问题和民族共同发展问题的总合。 笔者倾向于前一种观点,民族问题是民族关系中的矛盾关系。民族问题就是民族之间的关系失调,使民族成员的正常生活和社会进步发生障碍,需要引起人们注意并采取集体行动去解决的问题。它可以表现在政治、经济、文化、语言、生活方式和风俗习惯
