为保证自由贸易区战略的顺利实施,中国对外、对内采取了一系列新举措,通过提高对外开放水平、积极参与新议题谈判、理顺国内法律环境、夯实产业基础、在自由贸易试验区先行先试等重大改革措施,中国初步具备了建设高标准自贸区的内外部条件,为今后一段时期自贸区战略的顺利实施打下了坚实基础。
