股票发行方式改革对于扭转一、二级市场资金失衡局面具有重大意义。但已出台的改革办法缺乏应有的力度 ,难以实现管理层维护中小投资者利益 ,促进股市发展的政策意图。应当对股票发行改革办法进一步改进与完善 ,充分发挥这一制度创新的积极效应 ,并以此作为推动中国股市发展的切入点。
The reform of the method of issuing shares is of great significance in reversing the imbalance of funds in the primary and secondary markets. However, the reform measures that have been promulgated are lack of due diligence and it is difficult to realize the policy intentions of the management to safeguard the interests of small and medium-sized investors and promote the development of the stock market. The measures for the reform of the stock issuance should be further improved and perfected, and the positive effect of this system innovation should be brought into full play as an entry point to promote the development of the Chinese stock market.
