一、适应科技兴县的大趋势,努力转变观念科技兴县,就是依靠科技和科技进步,推动科技、经济、社会持续、稳定、协调发展。它是不依人们的意志为转移的客观规律,是社会发展的大趋势。面对这样的大趋势,首先必须在观念上来个彻底变革,树立起强烈的参与意识,然后才能表现出积极的行为。 1、转变“小科技”观念,树立“大科技”新观念。以前,曾经存在两种不正确的认识。一种认识是“科委只能抓抓项目,抓不了全县的科技工作”;另一种认识是“科委中心论”。这些认识来自两个方面:一方面来自社会,一方面来自科委内部。党的十一届三中全会以来,科学技术作为第一生产力受到应有重视,把加快发展科学技术放到经济发展战略的首要位置。科技热潮在全国兴起,科技兴省、
