投递工作是邮政生产过程的最后环节,它直接面向群众,接触群众,服务于群众,是影响邮政信誉的重要环节。近年来,各地雇请了大批的临时工、合同工当投递员,有的已把乡邮投递承包给农民。事实上,这部分人已成为各局投递工作的主要力量。而这些人员中有许多没有经过系统培训,他们对邮电的性质、任务、特点认识不足,对邮政的规章制度了解不多,政纪法纪观念淡薄,执行制度意识差,使投递质量下降,用户时有申告。克服邮政投递薄弱唯一有效的办法是加强监督
