一位中央领导同志在看了黑龙江省法学研究所主要负责人不认真执行党的知识分子政策的情况以后,指出:对落实知识分子政策的问题,要进行一次切实的检查,凡属科研单位,大专院校,医务部门和大医院,文化部门和大的演出单位,大的文物单位和图书馆,如果党委书记和行政负责人,即一二把手,文化程度比较低,又不懂得党的知识分子政策,要坚决调出来,换上另外的有文化的、懂政策的、年纪较轻的人去担任。
