1984年9月25日,国务院批准了我国第一个经济技术开发区——大连经济技术开发区。当时,大连市物资局副局长孔宪令同志带领十几名物资工作者,怀着为经济技术开发区当好“先行官”和“好后勤”的雄心壮志,开赴金县(现金州区)马桥子建设工地,在人员缺少、资金来源靠贷款、物资来源靠市场、办公住地靠租赁的条件下,他们依靠党和国家关于沿海发展战略方针的强大威力和求实、开拓、奋进的拚搏精神,经过四年多的努力,建成了一个拥有80余名职工1000万元自有资金和固定资产的经济实体:大连经济技术开发区物资总公司。1987年进货额为1885万元,销售额为1134万元,创利润222万元;1988年进、销、利润分别为5145万元,6533万元,636万元,居全国12个开发区物资部门之首,成为全国同行业瞩目的一个外向型物资企业,为发展外向型物资经济积累了经验。他们的主要做法是: 一、正确决策,充分引用优惠政策
