19世纪30年代的上海正处在十字路口,充满了不少矛盾。这些矛盾是因为设立着三个分别管辖公共租界、法租界和大上海的市政府,却没一个地方当局去做协调工作以确保三方的和谐及合作。要想正常运作,这就要求三个市政当局之间、各国侨民之间、外国和中国居民之间倾力合作。有三点主要问题需要仔细考量,任何一个问题的解决措施都能对这个城市发挥巨大作用,而解决了全部三个问题,上海将会获得和平、安全和更大的发展空间。第一个问题就是上海周边地区的行政管辖;第二个问题是目前驻扎在租界内外,包括中国以及国外的各国武装力量;第三个问题,可能也是最棘手的,那就是各方法院的问题。本文对上述一些问题作了程度不同的论说。
Shanghai in the 1830s was at a crossroads full of contradictions. These contradictions result from the establishment of three municipal governments that respectively govern the International Settlement, the French Concession and Greater Shanghai. However, none of the local authorities has done coordination to ensure the tripartite harmony and cooperation. For it to work properly, this will require concerted efforts between the three municipalities, expatriates, foreign countries and Chinese residents of all countries. There are three major issues that need careful consideration. Any solution to any one issue can play a huge role in the city. To solve all three problems, Shanghai will have room for peace, security and greater development. The first issue is the administrative jurisdiction of the area around Shanghai; the second is the armed forces of the various countries currently stationed inside and outside the concession, both in China and abroad; the third and probably the most intractable one is the question of the courts . This article made some different opinions on some of the above issues.
