温·丘吉尔说,我们塑造了建筑物,而建筑又塑造了我们。在社会进步、经济发展的大背景下,贫困与落后的棚户区在城市中显得格格不入,规模庞大的危旧房屋破坏了城市形态,限制了社会前进的步伐,棚户改造刻不容缓。套用丘吉尔的话,我们塑造了环境,而环境又塑造了我们。长期处于杂乱无序、没有安全保障的生活环境中,加上普遍受教育率低、就业困难以及工作压力大,棚户居民更容易产生负面心理,抑或产生扰乱社会的行为。当前声势浩大的棚户区改造,在关注房屋更新的同时,也应处理好改造与居民之间的利益与矛盾。对于一些短时间内无法彻底改造的区域,尝试由政府与居民共同参与改善棚户环境,缓解居民的消极情绪,营造正面的棚户形象。

At present, the transformation of the shantytowns is so massive that while paying attention to the renewal of the houses, the interests and conflicts between the remodeling and the residents should also be dealt with. For some areas that can not be completely renovated in a short period of time, try to involve the government and residents in improving the environment of shanty towns, alleviating the negative emotions of residents and creating a positive image of shanties.
