1.基本原则 (1)合理布局的原则:对卫生院重新定型定编,对卫生院的地点、设置、类型进行适当调整,使卫生院在设置上的点状分布形成区域性的网状结构,使卫生院在功能上的简单重复转变为各具特色、各有优势的区域性技术协作、功能互补关系,打破卫生院之间的平分秋色、划地为牢、独来独往的封闭半封闭状态,建立起区域性的以中心卫生院为龙头,一般卫生为网点的业务指导、技术协调、功能互补的乡镇卫生机构新格局。

Fundamental Principles (1) Principles for rational distribution: The hospitals are reshaped and fixed, and the locations, settings and types of health centers are adjusted appropriately so that the health centers will form a regional network structure in the form of point distributions. The simple repetition of functions in the hospitals will be transformed into regional technical cooperation and complementary functions with distinctive features and advantages, and the closed and semi-closed state between the hospitals will be equally divided, securely and independently. The establishment of a new pattern of regional township health institutions with central health centers as the leaders, general health as the network’s business guidance, technical coordination, and complementary functions.
