在新世纪第一次全国人事厅局长会议上,张学忠部长代表国家人事部掷地有声地提出了“推进社会化服务”的战略任务,要求各级人事部门要在政府的统一领导下,积极地做好组织协调工作,把让人民满意活动发展延伸到推行社会化服务上来,并确定在辽宁省沈阳市和平区进行社会化服务试点。6月中旬,张学忠部长来辽宁视察人才工作期间,又重点视察了沈阳市和平区公共行政社会化试点,对此予以充分肯定。推进公共服务社会化,不仅是政府办公方式的变化,而且是现有政府行政体制的重大变革,必将为我们实施人才战略提供适宜的领导环境。
