“十一五”时期以来,黑龙江省县域经济持续发展,最突出的表现是增长速度加快,诸多指标创造历史新高。但也存在一些问题,如一些总量和人均指标仍相对过低,产业结构扭曲和效率水平偏低等也亟待改进。“十二五”乃至更长一个时期,黑龙江省应将县域作为全省经济社会发展的重点推进领域,创新贫困县发展激励机制,大力提升县域经济的对外开放水平,同时科学制定县域发展的中长期战略指标并采取有效措施推进,以实现县域经济社会的又好又快发展。
Since the “Eleventh Five-Year” period, the county economy in Heilongjiang Province has been developing continuously. The most prominent manifestation is that the growth rate has been accelerated and many indicators have created a record high. However, there are still some problems. For instance, some gross and per capita indicators are still relatively low, and the industrial structure is distorted and the efficiency level is low, so it is also in urgent need of improvement. Heilongjiang Province should count the county as the key area of economic and social development in the province, innovate the incentive mechanism in poor counties, greatly enhance the level of opening up to the county economy, and at the same time scientifically formulate the development of county Term strategic indicators and take effective measures to promote in order to achieve sound and rapid economic and social development in the county.
