本文在国家哲学社会科学重大课题“中国行政管理体制现状调查与改革研究”问卷调查数据的基础上,建立了关于政府应急机制效能之影响因素的多项Logit回归模型。本文的发现是:法制化的部门协作机制、高素质的公务员队伍有助于应急机制实际作用的发挥,凭私人关系联络的部门协作方式不利于其完善和发展,地方政府对现有应急机制的实际应用能力有待加强。在上述发现的基础上,笔者提出三点建议:加强地方政府应急机制的建设,提高公务员队伍对应急机制的认识水平和知识储备,以及加强部门之间协作方式的法制化。
Based on the questionnaire data of the major issues of philosophy and social science in China, such as Questionnaire Survey and Reform of China’s Administrative Management System, a number of Logistic regression models were established on the factors affecting the effectiveness of the government’s emergency response mechanism. The findings of this article are as follows: The legal system of departmental cooperation mechanism, high-quality civil servants team contribute to the actual role of the emergency mechanism to play, rely on private contact departmental collaboration is not conducive to its improvement and development, local government on the existing emergency response mechanism Practical ability needs to be strengthened. Based on the above findings, the author puts forward three suggestions: strengthening the construction of local government emergency response mechanism, raising the level of public awareness and knowledge reserve of contingency mechanism and strengthening the legal system of cooperation among departments.
