扩大出口,发展对外贸易、增强综合国 力是我国的基本国策之一。近年我国对外贸易有了长足发展。1993年我国进出口总额为1957.2亿美元,其中出口为917.7亿美元,进口为1039.5亿美元。创历史最高纪录。同年我国出口产品受外国反倾销指控也创历史最新纪录,高达37宗,其中墨西哥一宗就对我十大类4000多种出口商品征收了高达1105%的临时反倾销税。外国反倾销措施对我出口产品已构成严重威胁。 什么是反倾销 1947年关贸总协定第六条规定:“当一国用倾销手段将其产品以低于正常价值的办法投入另一国贸易,并因此对进口国已建立的某项工业造成实质性损害或产生实质性威
