改革开放以来,行政事业性收费和基金发展迅猛,其规模、范围急剧膨胀,在一些地区已经可以与地方财政预算内资金平起平坐,成为社会财力中不可忽视的一部分。这部分财力对促进地方经济建设和各项事业的发展起到了巨大作用,但是由于收费不规范,也给管理工作带来了许多问题。一是多头分配,导致分配秩序混乱。许多行政事业性收费和基金,是政府各单位、各部门依靠行政权力进行的,是在财政之外直接参与国民收入分配的行为,因而又形成了众多的单位财政、部门财政。这种政出多门,多头分配,造成了分配秩序混乱。
Since the reform and opening up, administrative fees and funds have been developing rapidly. Their scale and scope have been dramatically expanded. In some areas, they can already be placed in line with the funds in local budgets and become an indispensable part of social finance. This part of financial resources has played a huge role in promoting the development of local economy and various undertakings. However, the non-standard fee collection has also brought many problems to management. First, the allocation of long, leading to chaos in distribution order.
