近日,杭州市委在现有党内监督条例的基础上,出台《关于加强对党政主要领导干部监督的规定》,对党政“一把手”的人权、财权、事权作出了限制,如明确规定“一把手”没有财务审批权,选拔任用干部不能由“一把手”一人说了算,重大决策须集体讨论决定等等。
