党的十六届四中全会首次提出构建和谐社会的目标,和谐社会成为我国战略机遇期的社会主调。和谐社会与社会资本之间存在着结构性制约与依赖关系,但目前我国社会资本却出现了异型发展的局面,因而制约了和谐社会的构建。而非营利组织不但可以抑制社会资本的异型发展,也是促进社会资本重建的理想路径选择。因此,应采取积极有效的改革措施,充分发挥非营利组织的作用,促进和谐社会的建立。
The Fourth Plenary Session of the 16th CPC Central Committee put forward for the first time the goal of building a harmonious society and a harmonious society has become the social keynote of China’s strategic period of opportunity. There exists structural restraint and dependence relationship between the harmonious society and social capital. However, at present, the social capital in our country appears the abnormal development situation, which restricts the construction of a harmonious society. Nonprofit organizations can not only curb the abnormal development of social capital, but also serve as an ideal path to promote social capital reconstruction. Therefore, we should take active and effective reform measures, give full play to the role of non-profit organizations and promote the establishment of a harmonious society.
