省人民政府同意省财政厅、人民银行、工商银行、建设银行、农业银行《关于加强省级各单位预算外资金管理的报告》,现转发给你们,请贯彻执行。对各部门和行政事业单位的预算外资金实行“专户储存,计划管理,财政审批。银行监督”的办法,国务院《关于加强预算外资金管理的通知》中已作出规定。这对搞好经济体制改革控制固定资产规模,加强消费基金管理,进一步搞活资金,是必要的。财政、银行和各有关单位,要明确指导思想,加强配合协作,认真把预算外资金管好用活,做到管而不死活而有度,充分发挥它在四化建设中的积极作用。为了使这项工作有计划、有步骤地逐步推开,现将第一批实行专户储存、集中管理预算外资金的省级单位名单附后(略)。其条的单位仍继续按现行办法办理,但要积极作好实行这项办法的准备。各市、地、州、县可按照《省级单位预算外资金管理试行办法》参照办理。
