上海市委书记黄菊最近提出上海在全国率先建立现代企业制度基本框架的主要标志是,初步形成五个方面的机制。一是企业优胜劣汰机制。这是使企业“大的能强,小的能活,好的能发展,差的能淘汰”的根本环节。按照市场经济发展的要求,企业作为独立的法人实体和市场竞争主体,应该在市场激烈的竞争中求得生存和发展。二是职工能进能出的再就业机制。富余人员过多、社会负担过重,是国有企业最大的困扰。只有动员全社会的力量共同改善企业的外部环境,形成适应市场经济发展要求的职工能进能出的再就业机制和覆盖全社会
