国家人权行动计划明确将人权知识教育、特别是公务员人权教育和培训作为我国人权行动计划的重要举措。但从我国干部培训内容的整体布局看,人权教育从20世纪90年代起步、历经二十余年的发展后,并没有随着全面依法治国、加强干部法治教育的推进,相应地在干部教育中得到应有的重视。这与法治国家建设的基本要求不相符合。因而,要以《国家人权行动计划(2016—2020年)》的发布为契机,把人权教育作为加强国家工作人员学法用法工作的重要内容,探索与干部教育培训课程体系相契合的教学方式方法,推进干部人权教育的完善发展。
The National Plan of Action for Human Rights has explicitly made education on human rights knowledge, especially human rights education and training for civil servants, an important measure of our human rights plan of action. However, judging from the overall layout of training content for cadres in our country, human rights education started from the 1990s and after more than 20 years of development, it has not followed the principle of administering the country according to law in all its aspects and stepped up the education for cadres and the rule of law. Accordingly, Get the attention it deserves. This is not consistent with the basic requirements for building a country under the rule of law. Therefore, taking the release of “National Human Rights Action Plan (2016-2020)” as an opportunity, we should regard human rights education as an important part of strengthening the legal personnel’s usage of law in our country and explore teaching methods that fit with the curriculum system of education and training of cadres , And promote the perfect development of human rights education for cadres.
