(一)深化(全民所有制)企业改革是八五期间乃至今后一个较长时期经济体制改革的重点,深化企业改革的中心是转换和完善企业经营机制,把企业推向市场,使企业适应社会主义市场经济的要求。为达到上述目的,必须从改变企业外部环境和提高企业自身素质两个方面采取措施。从去年九月党中央工作会议以后,国务院已经采取了一系列措施为全民所有制企业转换经营机制创造良好的外部条件。目前转换企业经营机制所需要的外部环境已经有了较大的改善。与此同时,还应当在转变企业内部经营机制上下功夫。在进一步解放思想、加快改革步伐、扩大对外开放的形势下,必须加大、加快企业内部经营机制的各项改革,其中包括健全企业内部的各种约束机制,使企业真正成为自主经营、自负盈亏、自我发展、自我约束
