在党的十七大上,胡锦涛总书记曾经提出:“兴起文化建设新高潮,激发全民族文化创造活力,提高国家文化软实力,使人民基本文化权益得到更好保障,使社会文化生活更加丰富多彩,使人民精神风貌更加昂扬向上。”这表明提升一个城市的文化软实力,即是关乎城市开拓发展的重要因素,又是提升城市形象的新方向,新道路。故本文就以遂宁市为例,针对其文化软实力的建设之路可能面临的困境以及策略进行探究,旨在为四川省中小城市的文化软实力建设之路,提供一些理论上的帮助与支撑。

It is also a new direction and a new road to enhancing the city’s image. Therefore, this paper takes Suining as an example, probing into the possible difficulties and strategies for the construction of cultural soft power in order to provide some theoretical help and support for the construction of cultural soft power in small and medium-sized cities in Sichuan Province .
