人类社会的发展经过了农业经济时代、工业经济时代,现在又进入了知识经济的时代,不同时代推动其经济发展的原动力是不同的,所需的资源也不一样。农业社会土地是第一资源,工业社会资本是第一资源,进入到知识经济时代,知识便成为了第一资源,而人又是知识的载体。人力资源是企业生存和发展的重要资源。以竞争为主要特征的市场经济,企业与企业之间的竞争,产品与产品之间的竞争,市场与市场之间的竞争,说到底都是人才的竞争。企业要想生存、发展和壮大,必须最大限度地发挥人力资源的作用,创造“公开、公平、公正”的用人环境。
