三峡左岸电站14台机组采用国际招标。招标文件规定，水轮机转轮的加工精度按国际通用标准IEC193－1977来验收。在议评标阶段，业主把握了投标商的竞争心态，适时提出由各投标商自报水轮机转轮的加工精度，并以此作为评价其工艺水平的依据之一。决标的结果是中标厂商的承诺普遍高于IEC193－1977标准，即三峡水轮机的制造精度将是高水平的。
