工业是国民经济的主体,也是能源消耗、碳排放的主要领域,低碳经济实现的关键在于低碳生产,低碳发展的重点应放在产业部门。因此,发展低碳产业,构建低碳产业体系是推进低碳经济、实现经济转型的重要环节。文章从工业节能减排、优化能源结构、大力发展现代服务业、打造低碳产业链和促进低碳产业集群等方面构建了低碳产业体系,并从完善节能减排统计监测体系、制订低碳产业发展规划、完善市场机制、推进制度创新和法律体系建设等方面提出了相应的政策建议。
Industry is the main body of the national economy, but also the main area of energy consumption and carbon emissions. The key to achieving a low-carbon economy lies in low-carbon production. The focus of low-carbon development should be placed in the industrial sector. Therefore, developing low-carbon industries and building low-carbon industrial systems are important links in promoting low-carbon economy and economic restructuring. The paper constructs a low-carbon industrial system in terms of industrial energy-saving and emission reduction, optimizing energy structure, developing modern service industry, building a low-carbon industrial chain and promoting low-carbon industrial clusters. From the point of improving the statistical monitoring system of energy saving and emission reduction, Industrial development planning, improve the market mechanism, promote institutional innovation and legal system construction and other aspects of the policy recommendations put forward.
