随着城市经济体制改革的不断深入,杭州市不少企事业单位本着增收节支的原则,实行了职工医疗保健费用包干。小医院由于多种因素,总体医疗水平大多无法与大医院竞争,而有的小医院又往往采取“杀鸡取蛋”的做法,开人情方,医药费用大,致使许多单位纷纷与小医院脱离特约关系,病人也不惜费时费力,舍近去远到大医院就诊。全市医疗卫生事业冲破了原先实行的三级医疗体系,出现了大医院忙得“吃不了”,小医院却空得“吃不饱”的状况。杭州市区属卫生院多为集体所有制,职工工资上级拨款仅占50%。职工的奖金及福利支出等也需依赖单位业务收入来支付。不少小医院医疗业务清淡,经济状况严峻。因
