随着社会问题日益严重,社会需求也愈加多样,党和政府提出了“创新社会治理体制”的理念,要求政府将简单化、一元主体、重控制、权力集中的传统社会管理模式向复杂化、多元主体、重引导、权力让渡的新型社会治理模式转变。本文主要研究社会治理视阈下民政工作的发展趋势。通过对民政部门内部进行改革创新、培育发展民政部门外部社会组织这一内外协同的方法来促进民政工作的发展,从而形成政府、社会组织与公众这一多元主体协同治理社会的新格局。
With the worsening social problems and the ever-changing social needs, the party and the government have put forward the concept of “innovation and social governance system”, demanding that the government should simplify the traditional social management mode of simplification, monistic subject control, heavy control and centralized power. Diversification of the main body, re-guide, the transfer of power to change the new model of social governance. This paper mainly studies the development trend of civil affairs work from the perspective of social governance. Through the reform and innovation within the civil affairs department, cultivating and developing the external social organizations outside the civil affairs department is an internal and external synergistic approach to promote the development of civil affairs work, thus forming a new pattern in which the pluralistic subjects of government, social organizations and the public work together to control the society.
