Wish for No-Longer Crowded Scenic Spots in China

  This year’s National Day holiday once again saw the famous scenic spots in China crowded with people. Tourists who spent their rare holidays in a year seeing nothing but people’s heads had to complain about the “huge population and never empty scenic spots in China”.
  The date of October 1 was also when the new Law of Tourism took effect. In the new regulation, each tourism places should set up its maximal accommodation and relevant warning system. However, the warning system proved to be incomplete and useless in many scenic spots, which also have the problems of unreasonable design and weak flexibility for emergency.
  When the paid holiday system is far from being implemented in China, the crowded and jammed scenic spots in China during holidays will last a while. For this, local government and corresponding tourism administrative departments should accelerate the construction of tourism infrastructure, improve the public service level and service quality for tourists.
   The Always Crowded Holiday
  The retention of tourists in Jiuzhaigou, the peoplefilled banks of West Lake, the surplus number of tourists that exceeds the volume pf Forbidden City… From October 1 to October 7, those who chose to go out for travel were either jammed in the expressways or trapped in the scenic spots, which have become the biggest spotlights during the holiday.
  On October 2, over housands of tourists were trapped in Jiuzhaigou, Sichuan. They could not find ways to get into the scenic sight or return to hotels, and were forced to stay in front of the entrance of the scenic sights. Some tourists were angered and took violent actions. The National Holiday Office received the request for help from the tourists and informed of its branch in Sichuan of the situation. The administrative department of Jiuzhaigou made written official apologies to tourists and promised to full return the funds of tourists to trapped tourists.
  It is more than Jiuzhaigou which has outrun its capacity. On the same day, over 1 million tourists came to the West Lake, Hangzhou, Zhejiang while 175 thousand tourists got into the Forbidden City, Beijing, 100% more than its planned capacity.
  More similar accidents in Jiuzhaigou happened in various areas of China from October 3, ranging from Yuntai Mountain in Henan and Zhangjiajie in Hunan to Lao Mountain in Shandong to Fanjing Mountain in Guizhou.
  Looking back at the past, the Labor Day holiday this year the National Day holiday last year all once saw the same “overcrowded and chaotic sights in scenic spots”.   He Jianmin, head of the Tourism Management Department at Shanghai University of Finance and Economics, says that the popular scenic spots are usually irreplaceable in terms of the natural or cultural appeal. Such a feature attracts tourists, who want to make use of their holidays to visit these places, leading to the overcrowded scenic sights.
  In his opinion, such a tension between the suddenly increasing number of tourists during holidays and the limited capacity of scenic spots will last a long while as long as the“Chinese-style holiday” is not changed.
  The said “Chinese style holiday” refers to the collective style of holidays in China that consists of the Labor Day, National Day and Spring Festival without the supplement of paid holidays. This pattern started when long ago when China introduced the pattern of “golden week”, a kind of 7-day holiday that is repeated twice in a year.


   The useless “maximal capacity”
  The new Law of Tourism made it clear that the scenic spots are forbidden to receive the number of tourists larger than the largest capacity fixed by the administrative department. In addition, each scenic spot should publish its maximal capacity and fix solutions to control the number of tourists. For example, they can adopt the methods of reserving tickets to control the number of tourists in the scenic spot.
  However, such a measure proves to be useless during the National Day holiday since the crowded and jammed scenic spots reappeared this season. It was attributed to the unclear way of calculating the maximal space, the heavy reliance over the tickets and the multiple departments in charge of fixing the maximal capacity.
  The Beijing Travel Council launched the “Comfort Index of Places of Interest in Beijing” to publish the comfort of visiting Forbidden City, Summer Palace and other scenic spots in Beijing on an hourly hour for the reference of tourists.
  Miss Liu from Suzhou who came to Beijing during the National Day holiday surfed on this website to check the comfort index of scenic spots in Beijing. According to her, the report classifies the comfort index from Grade One to Grade Five, as the higher number means better time to go.
  “I plan to visit the Forbidden City on October 2, but I found that the comfort index in this place was only 2 at 9 o’clock. I changed my plan and went to other places,” she said.   “The forecast about the capacity of scenic spots should be published in advance,” some tourists say. Tourists usually make plans and preparations ahead of the schedule. If the maximal capacity and relevant warning are issued during the holiday, it is too late for tourists to change their plans.
  In He Jianmin’s opinion, the key to the solution is the balance between supply and demand. When the supply is hard to be improved, certain managerial measures can be applied to the demand. On one hand, intensive researches should be made into popular scenic spots and the data in past years should be analyzed, based on which the more reasonable and reliable maximal capacity and forecast can be made and delivered to tourists. On the other hand, the reservation system should be implemented and spread as tourists need to reserve the tickets before departure. This is good for the administrative departments of scenic spots to get to know the information about the number of tourists. Meanwhile, flexible volume should be left in addition to the reservation to deal with the additional tourists.
  A problem at this moment is that there are too many administrative departments that are involved in the determination of the “maximal capacity”. The natural landscape is administrated by the departments of housing and construction. The museums and historical relics are under the management of cultural relics administrative department. The forest parks are managed by the departments of forests while managing the geological park is the property of the national land departments.
  Prof. Lou Jiajun at the Tourism Department of East China Normal University says that the publication of maximal capacity is not the last measure of dealing with the overcrowded scenic spots. Instead, it is the base for scientifically and reasonably setting apart the flow of tour- ists. In order to make full use of the maximal capacity, the management over scenic spots should be comprehensively enhanced by extending the ticket reservation system, improving the premonition system and making more scientific design of the routes.
   More Holidays to Be Expected


  Experts believe that the comprehensive solutions including the ticket reservation and premonition system is just one part of the ultimate solution to the overcrowded scenic spots, which should be implemented with the expanded and more flexible holiday system.   The major cause of the problem is the huge number of tourists thanks to the large population in China and the collective holiday-making system. Chinese people only have enough time in National Day holiday and Spring Festival holiday to go out for fun. Without any flexibility in holidays, most tourists choose the same period to go out, which easily leads to the overcrowded scenic spots.
  “The Disneyland in Japan is not huge in size which could only accommodate 30-50 thousand people each day. But the park is in order in most of the time,” says Lou Jiajun. “It is not only because of the scientific design of the park, but also the flexible holiday system in Japan.”
  In Japan and Western countries, people are given the paid holiday system which allows them to choose a certain period of year for their rest. In China, the concept about a paid holiday has been talked about for a long while and is far from being comprehensively implemented.
  Even though the “paid holiday” is hard to come into reality in a short time, an alternative solution is likely feasible by expanding the length of holidays. Presently, Chinese people can have two 7-day holidays on National Day and in Spring Festival, as well as several 3-day holidays featuring Labor Day, Mid-autumn Day, Dragon Boat Day and Tombsweeping Day. After these two years’ accidents of overcrowded scenic spots, many people think of bringing more 7-day holiday to Chinese people and have put forward the suggestions to the council.
