企业的短期行为,是由于承包思想不端正,改革措施不配套,管理手段不完善,自我约束机制尚未形成的一种暂时现象,并非改革本身所固有的。只要我们认真地贯彻落实中央十三届三中全会提出的治理、整顿方针,坚持“改革、廉洁、务实、团结”的原则,本着治标治本相结合,以治本为主,实行综合治理的精神,清除这种病患存在的客观因素,就能够逐步消除企业的短期行为,保证供销合作事业沿着正常、健康的轨道前进。其具体对策是:
