随着承包经营责任制的逐步完善,特别是《企业法》等一系列法规实施以来,厂长负责制得到了进一步明确,这对于实现经营权与所有权分离,促使企业走上自主经营、自我积累和自我发展的轨道,起了极其重要的作用。然而,由于企业内外环境多变性的影响,目前厂长负责制面临着许多现实矛盾,在一定程度上影响企业生产经营的发展,妨碍企业制度深层次的改革。因此,很有必要对此问题进行探讨和研究。
With the gradual improvement of the contract responsibility system, especially since the implementation of a series of laws such as the “Enterprise Law”, the director responsibility system has been further clarified. This has resulted in the separation of management rights and ownership, and has driven companies to operate autonomously and self-accumulate. The track of self-development has played an extremely important role. However, due to the variability of the internal and external environment of the company, the current director responsibility system faces many practical contradictions, which affects the development of the company’s production and operation to a certain extent and impedes the deep reform of the enterprise system. Therefore, it is necessary to discuss and study this issue.
