1967年7月13日,军委副秘书长、代总长杨成武随毛泽东主席视察大江南北离开了首都。没过几天,林彪提出,杨成武不在北京,现在军队日常工作很繁重,需要有人来抓。他既未请示军委主席毛泽东,也没和军委其他副主席商量,就决定成立军委四人办事小组,简称办事组。并指定空军司令员吴法宪任组长,成员有林彪办公室主任、他的妻子叶群,总后勤部长邱会作,海军政治部主任张秀川。
On July 13, 1967, Yang Chengwu, deputy secretary general and acting chief of the CPC Central Committee, left the capital along with Chairman Mao Zedong inspected the north and south of the major rivers.
