1985年,我局由兵改工时,有待业职工家属2600多人,为解决职工的后顾之忧,当年调剂资金730余万元,开发第三产业,安置人员就业1400多人。经过几年来的发展,截至1991年底,全局从事多种经营行业的职工已达2430人,投资额增至7500余万元(不含房地产),这对稳定职工队伍起了重要作用。但是,近年来由于企业利润普遍下降,有的入不敷出,生产经营难以为继,作为主业支柱之一的第三产业,它的兴衰同主体企业密切相关,我们必须象对待主业一样,关心它的生存和发展,促进环境、条件和内部管理的改善,使这些企业能沿着良性循环的道路健康发展下去。第一,在经营政策上,要对第三产业采取“扶持、松绑、减压”的方针。就我局而言,从事第三产业的职工,约占全局职工总人数的六分之一,投入的资金占全局自有财力50％以上。因此,对第三产业只能搞好,不能搞差。要制订出一个扶持第三产业的政策,解开当前“婆婆”过
