环境公平是在可持续发展战略确立和生态主义中心论发展的背景下提出的,主要包括以下两个方面:代内环境公平(包括国内环境公平、国际环境公平)和代际公平。本文从学理上、立法角度上和实践角度分析确立环境公平理念的必要性,并进一步探讨了确立环境公平理念会引起的立法变化。
Environmental justice is proposed in the context of the sustainable development strategy and the development of ecocentrism. It mainly includes the following two aspects: equity in the environment (including domestic environmental equity, international environmental equality) and intergenerational equity. This article analyzes the necessity of establishing the concept of environmental justice from the angle of theory, legislation and practice, and further discusses the legislative changes that will be caused by establishing the concept of environmental equity.
