本文基于开展北斗加入IEC的国际标准化工作的迫切需要,阐释了卫星导航技术在IEC的发展现状以及船载GNSS接收机检测标准在IEC的研究和制定情况,结合北斗当前建设实践及国际应用推广进展,深入分析了我国开展北斗加入IEC国际标准化工作所面临的机遇与挑战,并就文件准备、设备研制、参会保障、外交公关等相关工作提出意见和建议。
Based on the urgent need of BeiDou to join the international standardization of IEC, this paper explains the current situation of satellite navigation technology in IEC and the research and development of the standard of detection of shipborne GNSS receiver in IEC. Combining the current construction practice of Beidou and the progress of international application , Analyzed in depth the opportunities and challenges that Beidou has to join the IEC international standardization work and put forward opinions and suggestions on document preparation, equipment development, participation guarantee and diplomatic public relations and other related work.
