当前,我省乡镇政权在农村税费改革后,面临职能转变缓慢、财力支持困难、人员机构臃肿等问题。因此,推进乡镇综合配套改革,对于减轻乡镇负担,保障基层政权正常运转,保证农村公共服务提供,具有重大意义。安徽和湖北都是我国的农业大省,为巩固农村税费改革成果,建立与农村生产力相适应的管理体制和运行机制,两省积极开展了乡镇综合配套改革,并取得明显的效果,也为我们提供了有益的借鉴。今年初,为了学习借鉴安徽和湖北两省的经验,提高我省乡镇政权运行能力,省委政研室组织的省镇级政权运行情况课题组在赴安徽、湖北两省考察后,对皖、鄂的做法和经验进行了分析和总结,形成了有关报告。他山之石,可以攻玉。本刊特予以摘要刊登,以为参考。
At present, the township government in our province faces the problems of slow transformation of functions, difficulties in financial support, bloated personnel and other issues after the reform of rural taxes and fees.
