一、贯彻五中全会精神、实现财政治理整顿目标党的十三届五中全会全面分析了当前的经济形势,充分肯定了十年来建设和改革的成就,如实估计了经济工作面临的困难。在此基础上,全会审议通过了《中共中央关于进一步治理整顿和深化改革的决定》,明确提出了今后治理整顿和深化改革的指导方针、主要任务和基本措施,并对财政工作提出了许多新的要求。这对我们在治理整顿期间做好财政工作,克服时政困难,实现国民经济持续、稳定、协调发展指明了方向。我们必须认真学习,坚决贯彻执行。根据决定的要求,结合财政实际情况,在治理整顿期间,国家财政要在以下几个方面做出成效:
I.
