一、以落实科学发展观为统领,进一步完善工作思路、创新统计制度党的十六大以来,党中央确立了落实科学发展观的重大战略思想,已成为各地区、各部门工作的行动指南。做好新形势的统计工作,必须紧紧围绕落实科学发展观,进一步完善工作思路,创新统计制度。一是改变传统的思想观念和做法。主要是切实改变单纯以GDP增长速度衡量经济发展成效和政绩的思想及做法。过去我们把统计工作的重点放在GDP的核算上,单纯以GDP增长速度衡量经济发展成效和政绩的做法,容易形成单纯追求快速增长的导向和相互攀比的现象,使一些地区不惜牺牲生态

Guided by the Implementation of the Scientific Outlook on Development, Further Perfecting Work Ideas and Innovating Statistical System Since the 16th CPC National Congress, the Central Committee of the Party has established a major strategic concept of implementing the scientific concept of development and has become a guide to the work of all localities and departments. To do a good job in statistical work in the new situation, we must closely follow the scientific concept of development, further improve our working ideas and innovate the statistical system. First, change the traditional ideas and practices. The main objective is to earnestly change the thinking and practice of measuring the economic development achievements and performance simply on the basis of the rate of GDP growth. In the past, we put the focus of statistical work on the accounting of GDP. Simply measuring the economic development achievements and performance with the rate of GDP growth easily led to the simple pursuit of rapid growth and mutual comparisons, which enabled some areas to sacrifice their ecology
