搞好国有企业是关系到我国国民经济能否持续、稳定、健康、协调发展的大局。为加快国民经济结构的调整,加快国有企业改革和发展的步伐,进一步搞活、搞好国有企业,尽快使国有企业实现真正意义上的两个根本性转变,1997年4月20日国务院下发了《关于在若干城市试行国有企业兼并破产和职工再就业有关问题的补充通知》(以下简称《补充通知》)。这是党中央,国务院为把搞活搞好国有企业
Doing a good job of state-owned enterprises is related to the overall situation of the sustainability, stability, health, and coordinated development of China’s national economy. In order to speed up the adjustment of the national economic structure, accelerate the pace of the reform and development of state-owned enterprises, further invigorate and improve state-owned enterprises, and make state-owned enterprises realize two fundamental changes in the true meaning as quickly as possible. On April 20, 1997, the State Council issued “Supplementary Notice on Issues Concerning Piloting the Merger, Bankruptcy and Reemployment of State-owned Enterprises in Several Cities” (hereinafter referred to as the “Supplemental Notice”). This is the Party Central Committee and the State Council is trying to invigorate state-owned enterprises.
