一、深刻理解企业党委发挥保证监督作用的必要性试行厂长负责制以后,企业党委的地位和作用发生了变化。过去,企业党委对生产指挥和经营管理实行统一领导,发挥领导核心的作用,在企业中处于领导地位;试行厂长负责制以后,从原来的全面领导地位转为实行思想政治领导,发挥保证监督作用。这一地位的变化,仅仅是指企业党委在生产经营中的职责发生了较大变化,并不排斥党委在思想政治工作中的领导作用,也不削弱党对企业的领导。
