政府对卫生事业的发展负有义不容辞的责任。本文从分税制改革及存在的主要问题、公共财政发展卫生的理念分析、财政对卫生投入的现况3个方面论述了公共财政体制对卫生发展的影响,提出卫生部门应对的思路浅见。
The government has an obligatory responsibility for the development of health care. This article discusses the impact of public financial system on health development from three aspects: the reform of tax-sharing system and its existing main problems, the concept of public health-care development and the current situation of public health investment.
